I followed someones lead and did a search on the OSCEPA report. Ms. Rice said

Here is what was actually said.
“The Camps 5 and 6 that we visited are two modern buildings that comprise nothing

Since its a translation from French I could have missed something but searching on the word “Model” gave only the above text.
Perhaps its my simple mind again, but the statement by Ms. Rice seems completly out of context.

In a word, yes. Two factors.
First, the influence of UL is, in my view, very small on safety. Bigger influences are building codes and, to a lessor extent, consumer organizations such as Consumer Reports. When you last bought an appliance or had one installed, did you check carefully to see if it as UL listed? I'd be surprised if you checked at all.
In the case of building codes there are fairly powerful organizations who have a vested interest in promoting the imposition of safety requirements and their influence more than offsets the pressure from builders and equipment manufacturers to lower safety requirements.
Who are these folks? The trades unions and the local government inspection agencies. Moreover, repair and installation firms – mostly local – see the codes as a way to reduce competition and discourage owners to repair or upgrade their own plumbing or wiring.
It also can be advantageous to the manufacturer to increase safety standards – ground fault interrupting outlets cost more and thus result in higher returns to the manufacturer as one example.

Yeah, I'm not a big fan of installation art either, an expensive medium for such a temporary experience. I know allot of architects seem to draw inspiration from installations due to the use of space. I like the thinking behind this concept but guess you need to see this in person to connect or understand the 'why' or 'what' the creator was aiming for.

LRT doesn’t move as many people as subways do. LRT encourages urban sprawl instead of intensification, which drives up service delivery costs / operating costs. Subway systems are less affected by wear and tear caused by winter operation. Uniform subway technology would make maintenance cheaper, and increase the buying power of the TTC as it would be making larger orders. Bus service is a very cost effective way of increasing capacity. You could argue that it would be much cheaper to just give buses the same right of way that you were going to give LRT, and then just increase their service rather than spending hundreds of millions tearing up the roads and building tracks to allow for LRT that don’t carry substantially more people. LRT are subject to breaking down, and like streetcars they stall every car behind them. Buses do not have this problem. And people don’t move to the inner suburbs because it’s their first choice, they move there because its cheap. Property value is for a large part a function of transportation options, so as LRT goes in and property values rise, many of these people are going to be forced to move to cheaper areas. And then you could have the same problem all over again. So investing in enabling urban sprawl doesn’t seem like a very long-term solution. There’s lots of reasons why subways are superior to LRT.

I have caught up with the blog after a week or more because I've had the plasterer in, the mess was awful, I was decorating the Katie painted all my ceilings for me, every room in the house was a mess, I've had to put it on hold as my sister Ann came to stay in a cottage in Sandwich, and my friend Denny over from Venice and renting a cottage in Deal, I want to be free to go out and about while they are around so my painting and decorating will have to wait.
It was so good to see Dom and you Helen looking so much better, continue the good work and I will see you both next Thursday afternoon for a short time as to not over tire the lad. My love to you, Ngawang and Dom …xx xx xx
